There are plenty of custom server launches and their popularity never declines. My personal opinion is that they're all launching with very little content initially. If a server announces itself after doing the hard work, let's see an modified version of tbc that has all these additional dungeons and raids housing etc, I guarantee that it would attract a large crowd.
